PIRLS 2011 was the third assessment after PIRLS 2001 and PIRLS 2006. In 2011, countries had the option of participating in the first offering of prePIRLS, a less difficult version of PIRLS. This study assessed basic reading skills as a bridge to PIRLS, in order to meet the needs of countries in which most children in the fourth grade are still developing fundamental reading skills.

Underpinning this fifth cycle of PIRLS is an updated, revised assessment framework. The first edition of the PIRLS Assessment Framework for this cycle was released in early 2019. The framework describes the processes of reading comprehension, purposes for reading, and reading behaviours and attitudes that will be assessed by the study.
