In 2016, there were 137,500 farms in Ireland (CSO 2016). Almost all of these (137,100) were family farms and nearly 12% were owned by women. However, just over half of farmers (53%) view farming as a sole occupation – showing that many farmers cannot rely on income from farming to support themselves and theirfamilies. These Regulations are made in exercise of the powers conferred by section 3(3)(a) and (9) of the Direct Payments to Farmers (Legislative Continuity) Act 2020 (c.2) in order to address failures of retained EU law governing the CAP direct payments scheme for the claim year 2020 and other deficiencies arising from the withdrawal of the United Kingdom from the European Union.
